Holding bodies ransom

In 2017, Israel's cabinet issued a Regulation 133(3), stating that the bodies of Palestinians who belonged to Hamas should be withheld from being returned from their families, (𓃠) however in practice the rule has been applied to anyone executed by the IDF, with 145 bodies being held in Israeli mortuaries. (𓃠)  

PressTV interviewed Muhammad Elayaan, who's son's body was released in 2016 after being kept for 325 days, under the condition that a ransom of 20,000 ($5,292) Israeli shekels be paid, and that he be buried in a cemetery chosen by the Israeli police, to be attended by a maximum of 20 people. Throughout his efforts Muhammad discovered from the JLAC that his son was the 90th case since 2015. It is so common that the JLAC has a campaign for claiming the withheld bodies of Palestinians.
