The Village of Dalkey in Dún Laoghaire, Ireland was the, site of a household where Peter and Josie Murphy abused and prostituted their nine kids. The case was uncovered in 1995, when a dead baby born of incest was found in a trash bag, although for some reason, no one was ever even arrested.
It was eventually revealed that the initial investigation into the infant child's murder lasted only six weeks and that no blood or any other forensic samples were taken from the crime scene. Now, this is important because while there were few forensics tests to be run in 1973, if police officers would have held on to samples, they could have been tested as the years went on and technology improved. Much of the evidence from the 1973 murder, like the bag that the baby's body was found in and the knitting needle used to commit kill them, disappeared from the evidence room before they could be tested in later decades.
The babies mother, Cynthia would allege that she had suffered repeated, frequent sexual abuse, not just at the hands of her father and her brothers, but from at least 12 other men, two of whom were police officers. All 12 of the men named by Cynthia were questioned by the police in 2005, and of course, all 12 denied the existence of or their involvement in any sort of pedophile rape. One of those accused men was a man named Frank Mullen, a one-time police officer and one of the few to go on the record about these allegations. Frank Mullen served as an officer for 27 years, and he would spend the last 10 years of his life attempting to fight the claims made by Cynthia. Cynthia alleged that Frank Mullen not only had abused her, but that he himself was a central part of this pedophile ring and had led the cover-up from the inside of her baby's murder from within the police department. According to Cynthia, when she wasn't being abused at her home, she was taken to a local island where Mullen, the police officer, and some of his associates and male friends raped her repeatedly.
Cynthia: "There are four men still living in Dalkey who were part of the pedophile ring who abused me. I am asking other abuse victims of these men to come forward. Gardai can re-interview these men if others come forward. It could help progress the case. These men could still be abusing children. This is not just about me and Noleen. There are other victims of these men."
In the late 2010s, Cynthia told the police that another man from Dalkey had his own story to tell about Mullen. The man, Anthony Howard, was allegedly the only survivor of a fire that took the lives of 13 of his family members in 1974, just one year after baby Noleen was found murdered. According to Cynthia Owen, this fellow survivor, Anthony Howard, told her personally that Mullen, the former cop, was the man responsible behind the fire, the guy who had set his family home ablaze, and he even told Cynthia that he had threatened to kill him after the event. Now, while Mullen, that former cop's motive, is still unclear to people who look at this story, why he may have decided, if he did, to burn an entire family to death, the allegations were strong and consistent. However, Howard, the victim who came forward, the only survivor from the fire that killed his entire family, Howard died before he could ever be interviewed by police, leaving the allegations to be just another set of troubling, yet formally unsubstantiated claims.
