In 1917, Germany was about ready to win the war. After the US declared war on them, an estimated 3 to 4 million more military personnel and several million civilians died worldwide before the armistice.

It is not necessary to use only the most deadly gasses, gasses can be used which cause great inconveniences and could spread a lively terror, and yet would leave no serious permanent effects on most of those effected."
