Bobby Baker was a personal adviser to LBJ who ran a blackmail operation out of a strip mall outside Baltimore and a club in DC, where he would compromise congressmen with hookers.
His activities started to unravel when a bug in the Las Vegas-Fermont Hotel office of Lansky associate, Ed Livingston, picked up references to Baker. Because it involved so many prominent people, the investigation was limited, and inquiries into Johnson were dropped in 1963. Baker was charged with tax evasion.
